Mr Tung, the Chief Executive, proposes to establish Community Investment and Inclusion Fund in order to build up social capital for achieving mutual help. According to the Mr Tung 's speech, the Fund is set up to encourage community organization to design programme in helping underprivilaged groups. The Community Investement and Inclusion Fund is started with HK$300 million. Up to now, it is unknown how the Fund is used. I expect that the Fund can perform as a starting capital to facilitate community self-development. ( Februray 26, 2001)
